This first-of-its-kind legislation authorizes federal grants to government agencies as well as community and faith-based organizations to provide an assortment of services. These would include: employment assistance, substance abuse treatment, housing, family programming, mentoring, victims support, and other programs. The objective is to reduce re-offending violations of probation and parole.
Khalil Osiris is uniquely qualified as a consultant to support agencies, groups, non-profits and organizations secure Second Chance Act funding.
As a formerly incarcerated person, Khalil has successfully overcome the challenges of re-entry and serves as a peer mentor for both incarcerated and formerly incarcerated men and women.

Writing proposals, securing local/state/federal grants, and administering multi-year programs funded by the federal government
Developing evidence-based re-entry programs focusing on employment readiness, housing assistance, and substance abuse treatment
Organizing faith-based re-entry initiatives focusing on victim awareness, offender accountability, and community engagement
Building nonprofit and private sector community partnerships
Implementing peer-driven mentoring and re-entry support groups
